  Thats because Author is not willing to make it upstream and want to
maintain his own code in his own source code tree. GSPCA kernel module
is already GPLv2. But If a module is well popular in its functionality
and use and author is not willing to make it upstream then does that
mean then Fedora will never see it as rpm package?
