No.  This has been asked a lot.  It stands for "fedora collection" now.

And also, we kindof painter ourselves into a corner -- "f8" sorts before "fc7" in rpm's version compare. That is to say, if all other parts of the version tuple are the same, the "f8" is older than "fc7".
