Anytime you find an app that crashes, figure out which rpm package
delivered it.
rpm -qf /usr/bin/system-config-selinux
policycoreutils-gui-2.0.21-2.fc8
Then use that package.
BTW policycoreutils-gui-2.0.21-2.fc8 fixes the problem
