rawhide gdm: "1=Standard" broken?

For years now, I've been implementing "fast user switching" by putting
1=Standard in gdm.conf (and more recently /etc/gdm/custom.conf). Sometime in
the last few weeks, though, something has broken. (Not sure exactly when,
because I just now rebooted.) GDM isn't starting the second X server and
second greeter.

Any idea what might be causing this?
