That's something which can be done in the updater. For security vs.
non-security, that's what the updates metadata which the old Core updates tool
had and which is being implemented in Bodhi too is for. New packages can be
detected automatically, in fact Synaptic already does this: each time you
update your metadata (apt separates updating metadata from upgrading packages),
you get a list of packages which are new in your repositories. (This also
catches bugs like debuginfo packages suddenly showing up in the regular updates
repository, by the way. :-) This has been fixed now.)
