Simply backwards compatibility? - Having all the provides/requires kept outside the script when there are already parameters for having them in the script seems strange - why not just read the script? - How does this handle the case where the package that *actually* provides something may be determined at runtime, instead of build time? (For example, $time, or $local_fs may occur at different points in the boot depending on they system's setup.) - What benefits is there to doing a lot of flat files for storing system state?
