ATM, FESCo kind of fields any problem that is bigger than an individual
package/packager and not seen as something that the board should handle.

They delegate some of the decision making to other groups -- Releng and
the Packaging Committee coming to mind immediately.

This is a very loose idea of what's going on because who owns what is
not very well defined at the moment.   Max and the Board are working on
something to better separate the responsibilities of the Board and
FESCo.
