It's built along with the rest of tetex, which *is* arch-specific.

The only way to get this to be noarch, would be to build it separately, and
the extra work/maintainance may or may not be worth the payoff.  There's
lots of similar cases, kdelibs-apidocs is one that comes to mind. :)

If we want to make tetex-doc noarch, perhaps the method done
by kernel spec can be applied.
