There are --many-- packages missing from the F7 DVD which were part of "Core", e.g. lam, gnuplot, epiphany (the default GNOME web browser!), and so on. What is strange about this is that these packages have not even been replaced by more popular packages from Fedora Extras. The size of the DVD image shrank down to about 2.5 GB when the previous one was about 1 GB more. As a consequence, 2 GB of DVD space are wasted.
Given that there are ever more and faster mirrors out there and bittorrent can be used in many cases, it's hard to see the rationale behind this choice.
