Actually, they are. :-)

I've done a few Fedora upgrades using apt-get dist-upgrade:
* FC1->FC2 on a Pentium III desktop
* FC5->FC6 on a Pentium II laptop
* FC6->F7 in a QEMU x86_64 VM on a 32-bit Pentium IV host
and they all worked. (FC1->FC2 required running 1 or 2 commands on the command 
line after the upgrade to deal with the 2.6 kernel, but that was 
well-documented in the dist-upgrade instructions Seth Vidal (for yum) and Panu 
Matilainen (for apt) released.)
