Is dhcdbd running? If you have a wireless device, are you one of the lucky few to sometimes get a device name on boot called __tmp2349873264983274932 or something similar? The dhcdbd script had some work done recently and for a few days there were issues with it cleaning up on exit, so it wouldn't start on reboot. NM needs dhcdbd.
