This is far from true in many circumstances.

What we have now works fine; I haven't noticed the people who review
the packages complaining about the submissions.  Anyone is welcome to
drop pings on those old reviews to make sure the submitters are still
around.  However, you can't really expect them to provide updates
unless there's some chance that someone will actually review the
packages, so it would be preferable if such pings come with an offer
to review.  This is what I do.  (And really, I do intend to start
reviewing again soon.)
