Yes, since it is supposed to "rename" the package.

But if it is, why is the Obsoletes not seen with the multi-lib test-case?

Unexpected behaviour. A bug. The Obsoletes in the x86_64 package is
seen and executed. The Obsoletes in the i386 package is not.
