Unmanageable because of the claimed fsck speed issue mentioned by the OP or unmanageable because the admin would have to keep track of his large number of logical volumes? Just creating the LVs would be simple enough and the preparation of figuring out what size is the maxsize for each project would have to be done regardless of quota scheme.
