Moving the database to the filesystem described by the database is the
whole point.  It might be the only shared filesystem between the
computers, there is no other place to put the database in general.

None of this happens automatically.  The sysadmin must edit
/etc/sysconfig/mlocate in order to use filesystem-local databases.
