Installing IMHO make sense, as people might install a CPU with
power-saving capabilities later (or they simple enable it in the
BIOS-Setup).

Stating the daemon by default IMHO makes sense, too, but it probably
should be possible by the start script to quickly notice if cpufreq
support is available and abort cleanly if not.
