(first time i didn't notice the update failed) - I think the problem is because in the tcl specfile there is: mkdir -p $RPM_BUILD_ROOT/%{_prefix}/lib ln -s %{_datadir}/%{name}%{majorver} $RPM_BUILD_ROOT/%{_libdir}/%{name}%{majorver} the top line should have libdir too of course. If this is the problem, why doesn't the build fail instead of failing on install time?
