RPM indeed drifted but I dont think it actually stagnated. Anyway http://rpm.org for more details.
RPM doesnt do automatic dependency resolving.

Actually, that sentence is not exactly true. Given a rpmdb with all available
packages, rpm can suggest packages to satisfy missing dependencies.


Pointing out libraries or packages is different from automatically downloading and actually resolving them.
