Probably because the upstream ACPI kernel-maintainers don't want it:

This opinion hasn't changed yet afaik. But maybe you should try to ask
on acpi-devel again if that patch is acceptable for the kernel these
days -- that's probably the easiest way to get it included in the Fedora
kernel ;-)
