Mine works fine.  Here's how I'm set up.

Right click on the applet and select "Adjust Date & Time". Enter the root password. Click the Time Zone tab. Select Chicago. Click System clock uses UTC. Click Network Time Protocal tab. Click Enable Network Time Protocol. Click OK.

That's the config that's working for me in US Central.
