This patch is to enable NUMA capability on the PAE 32-bit kernel.

Upstream Status:
----------------
For some NUMA machines, such as the  IBM x460 to take advantage of this, some 
extra kernel patches need to be applied. They are being worked upstream
so I am not yet posting them here. My thought is to first see if turning
this build option breaks non-NUMA machines and then follow up with other
NUMA boxes and see how they fare (and if they need patches).

Test Status:
------------
NUMA: IBM x460 with other patches (BZ 184806)
non-NUMA: IBM Netfinity x232, LS-20, IBM ThinkPad T41p, IBM IntelliStation Z Pro,
ProLiant DL360 G4p.
