what, exactly, do you think synaptic does when you do 'force version'?

It (well, libapt-pkg) does this when downgrades are needed:

probFilter |= RPMPROB_FILTER_OLDPACKAGE;
..
rc = rpmtsRun(TS, NULL, (rpmprobFilterFlags)probFilter);
