Two further bits of config are required at minimum:
1. in: /etc/sysconfig/vncserver , example is given.
2. firewall: allow the tcp port (5900+) the vncserver number you chose in
1 to come through.

Additionally, if you want to connect using a conventional X server, you need to run the display manager in runlevel 3. On my FC2 system the following line in /etc/inittab starts the DM in runlevel 5. You need to change it to 3 if you want to run the DM on a headless system.

# Run xdm in runlevel 5
x:5:respawn:/etc/X11/prefdm -nodaemon
