Well, making it so that the %defines and %ifs you use default to sane
values when Fedora specific variables aren't defined can only be a good
thing, and isn't too complicated.

I always try to make it so that when no special %defines are made, the
package will rebuild cleanly on the most recent Fedora distribution.
For instance :
- If %fedora >= 5 or no %fedora then default to modular X deps
- If %fedora < 5 then default to monolithic X deps
