The obvious thing would be to get the DHCP client to propagate the proxy
settings to NM, and have nm-applet update the GNOME/KDE proxy settings.

Getting all apps to follow the GNOME/KDE settings is another question.
Most all GNOME apps of course will follow them, and will handle dynamic
changes. GNOME will also set up environment variables that most command
line apps will follow, but those can't really be updated dynamically.
