We've always said that the best way for someone to get the best mirrors is for them to gather a list of their preferred mirrors and set up that list in their yum configuration. This was true even before the mirrorlist option was enabled. Unfortunately, there isn't a single reliable way to automatically generate the best list for any given person at any given location. Physical proximity is rarely a good indicator of the best mirrors. As we work towards better mirror management, we'll be able to produce more reliable lists. We're hoping to enable smart redirection to disperse requests to mirrors. At the moment, download.fedoraproject.org does do redirects, but we don't yet have the ability to make those redirections at all intelligent. That would be one potential project. Bouncer is the tool we've been looking at, but it needs work before we can hope to use it.
