If that package is removed... how do you propose that you make sure
drivers are installed on the system so that changes in hardware can be
handled post operating system installation?  There is no mechanism
currently available by which changes in hardware initiate a package
installation process to pick up missing drivers... so all the drivers
need to be on the system already. This stub packages serves exactly
that role.
