I think /usr/share/zoneinfo may be on another device and may not be
mounted when /etc/localtime is accessed. The whole point of /usr is
being the separate "user disk" from the early days of UNIX. If some
program from outside of /usr (e. g. /bin/ls) needs any data, this data
must not reside inside of /usr.
