Unfortunately it's probably not that easy to do something legal about
Flash - at least if you want it to make sound... Doesn't Flash use MP3
for audio? And what is the video format used in recent Flash versions?

Swfdec may be able to do an end-run around this by using gstreamer, in
that case all the parts legally possible can be shipped by Fedora, and
other stuff can get plugged in by users by means of plug-ins.
