Some of the things on that page (like semodule) look to be making headway towards solving the one major SELinux obstacle of application-specific policy. Yes, writing policy is difficult, but with sufficient infrastructure (i.e. macros or interfaces) it could become relatively straightforward for the vast majority of cases.
