yes,
last two lines are:
chown $console_user /dev/bus/usb/$bus_num/$dev_num
chown $console_user /proc/bus/usb/$bus_num/$dev_num

I restarted haldaemon, but not able to disconnect from my gnome
session as I'm running another job.
connecting camera:
usb 2-2: new full speed USB device using ohci_hcd and address 7
usb 2-2: configuration #1 chosen from 1 choice
but
[root@fedora ~]# ll /dev/bus/usb/002/
total 0
crw------- 1 root root 189, 128 Jan 31 18:44 001
crw------- 1 root root 189, 134 Jan 31 22:01 007
[root@fedora ~]# ll /proc/bus/usb/002/
total 0
-rw-r--r-- 1 root root 43 Jan 31 18:44 001
-rw-r--r-- 1 gcecchi root 57 Jan 31 22:01 007

So it seems under /dev the device remains owned by root.
Is /usr/libexec/gphoto-set-procperm run as root?
I ask before I have:
[gcecchi@fedora ~]$ ll /var/run/console/console.lock
-rw------- 1 root gcecchi 7 Jan 31 18:45 /var/run/console/console.lock

so gcecchi is unable to read the file.
Asap I'll reboot ala windows and see if anything changes... ;-(
