nspr-devel   provides  /usr/bin/nspr-config  nothing in rawhide
currently provides
usr/bin/mozilla-config  any longer.  vlc's build scripts may need to be patched.

FYI  you can confirm this for yourself with these commands

yum --enablerepo=development provides /usr/bin/mozilla-config
yum --enablerepo=development provides /usr/bin/nspr-config

or on a system with a working repoquery (FC4)

repoquery -qf --repoid=development /usr/bin/mozilla-config
repoquery -qf --repoid=development /usr/bin/nspr-config
