Yes. That's the whole point of having an app-specific dir.
Alternatively if yum wants a persistent cache, it should be moved to
/var/spool
I have to agree with this completely!
That said, /var/spool stuff should not just be left there for good
either. If there are things in yum's cache dir that yum does not know
about, by all means, get rid if it at first given chance.
