This is a known problem that should be fixed soon (patch by Stephen
Smalley committed upstream).
Can you describe what you're upgrading from, and to (policy versions?).
Specifically, what's the
type of the running policy on that machine (strict w/out mcs? targeted
w/out mcs? mls? strict with mcs? targeted with mcs?).
This problem should only occur if you're upgrading a machine currently
running with mls disabled to an mls-enabled policy.
