Honestly, I don't care a little bit about the parallel part, but smarter
service ordering (*not* hardcoded startup numbers) wouldn't be luxury.
Anyone who tried to allocate a meaningful startup number to a service
taking into account all its deps permutations knows what I'm talking
about
