This looks like a missing feature in the RPM-internal sysusers implementation.
As far as I know, it doesn't support all the features that
systemd-sysusers supports.
Zbyzsek already answered me this elsewhere.
It is included in rpm-4.20.1.
When I upgraded my F42 to recent rpm, the error disappeared.
This feature cannot be used on F41 and olders.
Yet.
4.20.1 is on it's way to F41 too:
