I would handle that as a general case:
1) either require highcontrast-icon-theme
2) or co-own /usr/share/icons/HighContrast(/scalable(/apps))
I guess my question boils down to which of these is preferable? Is
highcontrast-icon-theme something that should be installed on most
machines? It's decently large at 4.5M so I could see the attraction of
not requiring it.
Should there be a highcontrast-icon-theme-filesystem package?
