Right, that is indeed a nuisance. There is a dirty hack to it
[1]:
1. Try to create the PR as normal and be greeted by a disabled
"Create Pull Request"
2. Enter developer mode on the browser and inspect the disabled
button
3. Delete the `disabled` field in the `input` object
4. Press the now enabled button
