Just a FYI but after installing the fedora 42 beta and then reinstalling windows 11 I get constant boot loops.
The only way to boot is to go into BIOS and select the boot drive manually.
I have tried to flash a new windows ISO, etc. Same issue. Prior to installing Fedora 42 everything was running fine. I've installed Linux many many times and reinstalled windows with no issues in the past.
So, this is kind of interesting to me!
Windows startup repair doesn't fix it, either.

I have a vague memory of reading of an issue like this and IIRC it was due to the combination of Secure Boot + TPM2.
The explanation that I remember reading is that Windows writes and reads back certain values on the TPM and that it's a specific set of value for the UEFI -> Windows bootloader -> Windows vs UEFI -> shim -> GRUB2 -> Windows bootloader -> Windows.
So, I would guess using the Windows boot option directly is the easiest way.
I won't have a source for what I said right now, but likely searching for Secure Boot + TPM2 issues when dual booting will help
