I noticed that error first at the Fedora CI testing farm after creating a pull request. The error no longer exists after re-executing the pipeline.

dnf provides 'filesystem(unmerged-sbin-symlinks)'
No matches found. If searching for a file, try specifying the full
path or using a wildcard prefix ("*/") at the beginning.
dnf --enable-repo=rawhide provides 'filesystem(unmerged-sbin-symlinks)'

Maybe OP tried on F41?
