Heads-up: updating flatbuffers to 25.1.24 in F43/Rawhide and F42/Branched

It’s time for another flatbuffers update, https://src.fedoraproject.org/rpms/flatbuffers/pull-request/14. As always, this is ABI-incompatible and bumps the SONAME version. This update will land after F42 branching, so it will be for F42/Branched and F43/Rawhide.

I impact-checked the dependent package hyperhdr, onnxruntime, and qdigidoc in COPR, https://copr.fedorainfracloud.org/coprs/music/flatbuffers/packages/, and did not observe any problems related to the update.

I plan to proceed no earlier than one week from now as prescribed by policy, 2025-02-06. In practice, this will probably be delayed slightly by the post-branch freeze. Unless I’m asked to do otherwise, I will use provenpackager privilege to rebuild all three dependent packages in the same side tags.
