It is still the majority I would reckon, but that's beside the point, because the discussion is not just about GCC, it's about all major toolchain updates before a mass rebuild.
I would reword this goal as "have everything rebuilt with the new toolchain to incorporate optimization, security and diagnostics improvements". Users care about it as much as they would care about clean drinking water, i.e. it is taken for granted.
