What's the background here? Is this about device access? i.e. do both
packages install a udev rule to pass ownership of the relevant tpm
devices to the special "tss" group?

Given the ubiquity of tpm devices I am kinda tempted to move the "tss"
group and rules into systemd/udev proper. Then all relevant other packages
could drop their rules and there would not be any conflict of
ownership anymore.
