The way this sentence is structured, it's not clear if the users will
need to enable systemd-firstboot or if it is part of the change.

It will be part of the change.

I would expect this information to be part of the Detailed Description,
and then have some more detailed steps here.

Details steps for what exactly? The FDO and ignition pieces are already there and documented in the IoT docs. Zezere and FDO are first boot run once technologies so it doesn't affect already deployed systems, it's purely for new systems.

I am sure Paul will update the proposal with feedback as he's leading this.
