Unretiring Java-WebSocket

I've just realized that the unretirement process requires a formal 
announcement on @devel, so here we are.

I'm in the process of unretire Java-WebSocket. The reason is to be able 
to unbundle the sources from LibreOffice, since starting from 25.2.0.0 
LO defaults are to use system's provided Java-WebSocket.

So, I've filed https://bugzilla.redhat.com/show_bug.cgi?id=2333051 which 
has already been approved and filed https://pagure.io/releng/issue/12513 
to request unretirement.
