Discussion on what to do with SvtAv1DecApp

with the retirement of `SvtAv1DecApp` ,  and its libraries in the version bump of `svt-av1` from `2.1.0` to `2.3.0` , we should migrate applications from it. impact checks from running [copr builds](https://copr.fedorainfracloud.org/coprs/solomoncyj/svt/build/8436582/)  from `fedrq wrsrc svt-av1 -F source show that no applications rely on the outdated libary. anyone wnating to to decode videos using the `av1` codec should use [da1vd](https://code.videolan.org/videolan/dav1d/) which has been used as the de facto standard for some time as a av1 software decoder
