s390x builders update

Hey folks. I know many people have run into slowdowns on s390x builds of
late. There's 2 changes that hopefully will help that out:

1. I setup a 'ci' koji channel and restricted the number of s390x
builders in that channel. That should keep more builders open for
regular builds. Of course on the other side, it means ci jobs may take
longer. :( 

2. We asked for some more resources and got some. Unfortunately, no more
cpus, but we got more memory and disk space on our s390x hypervisor.
So, I added 7 more buildvm's there, each with 2 vcpus. That means it is
currently oversubscribed (the old ones have 3 vcpus each), but I will
move them to 2 cpus over time. That does mean some builds might be
slower, but the majority of the builds will get to a builder faster and
get processed instead of waiting for long running builds.
