As noted in the other reply, this is fall-out from the libarrow update.

Note that gdal is really broken (FTBFS prior to the libarrow change).
As your problem is caused by a common package using gdal, it's too bad
until gdal is fixed:

(unless maybe the dependency on gdal could be removed)
