License change for dataquay

Hi all,

In the pre-SPDX days I marked the dataquay package as being MIT
licensed, since that seems to be the closest fit.

When updating it in Rawhide just now, I double checked the license with
the SPDX license tool, and turns out it's X11-distribute-modifications-variant

It's in our allowed list, and functionally since it's yet another
permissive license there should be not much impact.

dataquay-0.9.5-1.fc42 has this change. I also switched to build with
Qt6 instead of Qt4, so out of an abundance of caution I'm not building
this in stable releases unless someone needs it.
