Taking over the `rust-serial-core` package in fedora

The rust-serial-core was retired 2 years ago due to no dependent packages and was unused for 2 release cycles  (https://src.fedoraproject.org/rpms/rust-serial-core/blob/rawhide/f/dead.package#). I will need this packag as it will be a dependency for a package i am packaging, linuntil, https://bugzilla.redhat.com/show_bug.cgi?id=2310209
